Perry is wearing a Rodarte Floral print dress that compliments her complexion, piercing eyes and dark summer locks! Seems to look like Perry look is maturing, which is a good thing. It is far different from her cupcake bra and purple hair.

In the original dress, the sides are cut out, but on Mrs. Carter's dress embellished white beading designs hugged her curvaceous waist line.
